Tested with batteries (not included) and fully functional. Did not test the power cable inlet as no cable was available. Some sticker residue. It appears someone tried to plug the screw holes with mud. Some rust marks visible in battery compartment, but again, it worked just fine without needing to clean anything. A highly light wipe down was performed to remove highly dust, but it could use a nice cleaning.
